Neck Wheat Bags
Some heat pads for neck warmth can sit on top of the shoulder area and warm up the top of the shoulders and lower neck (smaller u-shaped neck pack or the larger u-shaped version) though there is usually nothing better than having a heat pack that can wrap around the neck (re/products/wheat-bags-extra-large-heat-pack) or especially ones that go slightly up the neck area to reach the top of the spine (T-Shaped Neck Heating Pad).
